This is shiru, ‘know, come to know,’ zhī in Chinese, with the same meaning.
The left-hand part represents an arrow, the right-hand part a mouth.
Both parts together mean ‘The knowledge that makes a man able to give an opinion [with the mouth] upon a subject, with the rapidity and precision of an arrow hitting the marks.’ (Wieger)
The ancient seal character looked remarkably like the modern one:
